Forward Incoming Calls to Outside Number on a PRI

This particular system has been working fine for some time now. They’ve had a few upgrades, but aren’t on the latest version. They are having a problem forwarding calls to an outside number. I’ve searched previous posts and the only thing I can find are threads involving analog lines. In those cases, I know you’d have to go to the “Advanced” tab on each line and check the “Allow Forwarding” checkbox in order for incoming calls to be allowed to be forwarded back outside the system. But, this doesn’t involve analog lines and the PRI does not have any such field in either the “Advanced” tab or under each individual channel. It’s very similar to the analog line troubles in previous posts, it works fine (forwards to the outside number) when you call from an INTERNAL extension. But, if you call the person’s DID then it goes immediately to VM.

I’ve looked at the Monitor log. The call comes in just fine. The IPO adds a target that is the number that we have the extension forwarded to. Then it says that the number is “Not in dial plan” and says “No Targets” “Try Voicemail”. If I look at the monitor from the internal call, it goes right out the correct line group.

This may be an obvious issue, but I’ll be damned if I can figure it out. Anybody know what the problem is??
 
In "system" go to the "telephony" tab and make sure inhibit off-switch calls is unchecked and allow outgoing tranfer is checked.
 
Inhibit off switch calls is unchecked as is "allow outgoing transfer which according to the documentation allows a caller to transfer an outbound call to another extension when normally only inbound calls can be transferred to another extension. Am I reading that wrong?
