Is there a way to have incoming calls ring at 3 different sites across the network? The customer will have small community networking installed. They would like to push the calls to ring at all 3 sites after 2 rings.

THis sounds like one of the new features of 4.0 software:

As far as I can see you'll need a license advance networking in all IPOffices.
