Forward All Emails From with AD or Exchange 2003

Is there a way to setup a account to forward all sent items to another account? We have it setup to forward all incoming emails to deliver to another account, but I'm looking for a way to send all sent items to another account without setting up any rules in Outlook. We are running Exchange 2003.

You could remove the SMTP address on the first account and add it to the second.
 
But thats silly when you can edit the AD user object, and setup forwarding in the Delivery Options button.
 
That only allows you to forward incoming messages over to another account? What about outgoing messages? Is there a way to forward outgoing messages to another account from the server? I know it's possible using rules in outlook, but I would rather set it up on the server.

 
Oops I misunderstood.

Have you taken a look at the SMTP event sinks? Not sure these catch mails as they leave outlook though. :(
