This is possibly a silly question!

Is it possible to create an HTML form in such a way that it can be used as stationary in Outlook with all the form fields working.

To make that clear: I currently create a form in HTML complete with roll-downs and inputs. The idea is that I will install this on employees' computers so that they can simply open the stationary, fill in the form and send it on - but currently Outlook acts as if I might want to move the form around rather than fill it in.
