Formatting - Underlaying watermarks 1

I am placing a pale image in the header of a Crystal 8.5 document and checking the "Underlay Following Sections" box, so as to create a watermark. Here's the problem - all the text is fine but it's not underlaying any of the lines drawn into the document (it's a form)...all the lines appear to be hidden under the watermark.

Is there a way to get around this?

This is a known problem that you can't get lines and boxes to appear on top of images.
The only way I know to get around the problem is to use a text object and set one of its borders, instead of the line.
The text object can sit on top of the image to give you the desired result.
