Format...Reinstall Problem

I have been following all your tips and I have gained alot of progress, thank you everyone.

Ok, this is where I am at. I have fdisked both my hard drives, deleted the partions and remade the the partitions, and made them active.

When I reboot, and try to format the drive. I cant, it wont let me. I have tried everything including C:/format C: /s, and format C: and every other thing i can think of and nothing is working.

I tried to just install windows without formatting the drive. By going to G: , and then typing setup. It looks like it says wait while windows is installed on your computer on a blue screen. So I know I am making progress. But then it says wait while windows formats your drive. Insert boot disk or CD Rom and press enter. When I insert the CD ROM and press enter. A litlle box comes up and says 0% formatted. And returns to the previous screen. I cant get through this part. can anyone help?

Maybe I did something wrong with the fdisk, or maybe I did something wrong with the partitioning. Or maybe it is somehting else. Please if anyone can help. I would greatly appreciate. And thanks for all the help you have already gave me. TEK TIPS rocks.

are you using the following -- format c: /u /s ?
make sure you point it towards the disk you are formatting
i.e
 
Try using a Win98 boot disk instead of the CDROM. If still no luck, boot to the boot disk which will take you to the A:> prompt and type format c: /u /s
 
You said you made your partitions active. You can only have one partition active. Make sure it is your c: partition.
If you have gone to g: (which I presume is your cd drive)and ran setup then I don't know what you mean when you say you inserted the cd-rom when requested. What cd-rom? The cd is already in your drive. Your statements are a bit confusing.The setup program should automatically format your drive if it isn't already formatted. If you have a boot disk follow the above advice about formatting. Don Swayser

try getting rid of your partitions for now stick with
C:
D:
make C: Active
when completed,cold boot leave the pc off for about 20 seconds the boot up with win98 boot disc with cd rom support

then try to format C: and then format D: from the
A:>prompt

try /u/s later
 
Boot with the startup floppy and get to the A:\> prompt. Once there type fdisk /mbr. Do this several times to insure that it did its thing.
This command will clean out the mbr fully.
Now type format c:/s .
Next ,
Fdisk and format , your hard drive . Do not reboot your system but run fdisk /mbr .
Then reboot your system .
