Format of TimeStamp on DNS Records

We have a situation where clients logging into our VPN are registering in DNS but they are not de-registering when they disconnect leaving multiple records for the same IP address in DNS. I look at the records in the MMC and I can see which one is newer by the time stamp but when I run DNSCMD to generate a file that I can manipulate with a script, it shows a value called DWTIMESTAMP but I don't understand what part of it is showing me. For example, here is a timestamp for one of my records:

dwTimeStamp = 3554486 ([14: 0: 0] [ 6/30/2006])

Now in the MMC console this record shows 6/30/2006 9:00:00 AM and we are in the United States in the central time zone.

Can anyone tell me what the 3554486 and the 14: 0: 0 is and how they relate to 9:00:00 AM?
