Form refuses to resize

This seems a ridiculously easy problem but when I resized a form to allow more buttons for a query, Access (97) seems to refuse to recognise the change in size and opens to the old size.
I am not a novice programmer but this is driving me CRAZY, please help me figure why this bug is occuring. (Do I need to reinstall Access?)
 
I have been searching the help files and found that, at one point it was on and I turned it off but according to the help files it is also reliant on being set to forms. This is a redesign of someone else's db so I have to micro examine every property hoping to hit the jackpot of it behaving. Any help on whether it is reliant on being set to Forms or Both views when it is saved. The minutae is driving me crazy. Guess it is time to change one property at a time then viewing if it behaves. Thanks for the hint in the right direction.
 
Autoresize may not work when switching from design view. The form must be opened. Other wise, manually, you can adjust it in Form View by using the menu Window - Size to fit form.
