Form Edit Access

Sorry. Designer with limited knowledge. Can anyone please advise me how to set a form so that it is readable by all, but can be edited by a select set of users? I do not want to create a controlled section....Want to set for the whole form itself.....

you can use authors field.
The default access should be authors and put the set of users who should have the editing capability into the authors field.
but if the access level is editors and above then even if they are not listed in the authors field they will be able to edit it.
