Form Blank on Empty Recordset

I have seen lots of comments/gripes about the blank form if the recordset is empty issue. I am having a similar problem, but only under certain logins. On Windows XP...Administrators experience no blank forms, but Users or Power Users both experience major issues if the recordset it empty.
Why would the local group assignment matter?
