Forest Prep error on DC for exchange 2003

Get the folloing error when trying to run ForestPrep on server 2003 DC. Have schema, enterprise, domain admins permissions on the a/c.

The componet"microsoft exchange forest preparation" cannot be assigned the action "forestprep" because: - either you do not have permission to update active directory schema or active service directory is too busy.

this is showing a replication issue, which I believe is an old site server which is no longer on the network. Could this be the problem, and will I have to manually remove it from the AD. If so, what is the easiest, most safe way to do so?
