Some users are recieving messages indicating that their password needs to be changed in 10, 9, 8, etc days. The group policy for the domain is set at the max for 999 days. Active directory did not go into effect until Oct 2003 so we are not even close to the default 999 days. Is there anything else that would be forcing the seemingly random password change?

Did you check and make sure the date on the users computers are correct? They may think you're close to the deadline.

network timing just might be your problem... You can set your DC as a time server under options in your dhcp scope. then add "net time \\yourtimeserver /set /y" to your login scripts.

This should synch up your network computers time wise.

Check the user accounts that are not prompting for password change, look to see if "password never expires" is checked.

Check the Domain controller security policy -> Security Settings -> Account policies -> password policies
You can disable the use of and set the number of days for passwords there...
