Forced Account Code for LD

Easiest is to use verified account codes.
Restrict the phone from LD for normal calls and in the independant account code form set up an account code that will change the COR to one that allows LD.
The user cannot dial LD unless first entering the account code that changes the COR.
Simple/easy/secure
