Force file unlock

Does anybody know if and how can I force a file unlock in a Windows 9x environment?
The detailed problem is the following: there is an application that can lock parts of a file that exists on another computer from the network(with Windows 9x). If the connection is lost, Windows 9x doesn't know to unlock them automatically. Therefore the user must restart the computer, and this is not so good. The solution would be to make an application that automatically unlocks all the pending locks...
