Force ACW state from manual-in or auto-in

Hi,
Is there a way in Avaya to force an agent into ACW state from Manual-in or auto-in?

There is a requirement for this and I'm wondering if this could be done.

CM 6.
 
It seems a bit backwards, why do they want to force available agents to become unavailable?
