folder options restriction problem.... plz help!

Ok, I do not have the option under tools to go to folder options. My tools options are this:
Map Network Drive
Disconnect Network Drive
Synchronize

there is only 3 options. So I went to help, typed "folder options", and it gave me advice, and a short-cut to the folder options. So I clicked the short-cut to go to folder options, and it poped up with some box saying That is restricted, contact the computer administrator. There is only one account on here, (mine) and I am the admin. Can someone plz tell me what is going on? thanks
 
Your installation of Windows might need repairing it sounds a bit sick. You can try going to Safe Mode and selecting the "last known good configuration" option. You can next try System Restore to see if it improves the situation. You can also try System File Checker (sfc.exe /scannow) and see what that does. Finally run windows over itself and repair it that way. After that lot and if no success Reformat and re-install.

Alternatively you can make sure you have full control permissions(and ownership)of all folders on your drive.

Something else you might like to try. In Explorer window go to view/toolbars/customize and select Folder Options from the available toolbar buttons and create it on the explorer toolbar. See if you can get your folder options from this button on the explorer toolbar.
 
ok, well I tried that toolbar thing first and no-go. Thanks for replying. I will take the steps you have provided.
