folder bitmap display

I once had a cd that contained i think it was a .xml and a bitmap picture basically when you open the folder the bmp was displayed behind the folders , there was also the option of changing the colour of the text with the files and folders , im not talking about windows settings or anything like that but settings that are infact applied by a file in the same folder as which your using, i wanted to know if any of you fine guru's have seen what i mean ? if so what the hell you would call it i have googled up some bits like custom folder bmp & folder bmp .xml etc but its not returned anything could be of course that its not a .xml file but its something like that.

You could have a look at a free third party program like "Customize Folder Shell Extension" if you are talking about customizing the background of a folder etc.
