Flushing ARP Cache 1

I have a problem with my machine.

It cant see the other machines in the network, even when the network cable shows its plugged in correctly and all my TCP/IP settings and workgroup names are ok.
When trying to repair the connection it gave me this message:

"THE FOLLOWING STEPS OF THE REPAIR OPERATION FAILED:
FLUSHING THE ARP CACHE
PLEASE CONTACT YOUR NETWORK ADMINISTRATOR OR ISP"

I use Windows XPP SP2, removed the CMOS Battery for 10 seconds, even uninstalled my Ethernet Adapter but still refuses to work. (My LAN Card is onboard, tried the same with a different LAN Card but didnt work).

If there's anyone with any kind of solution, please help.
