Flash Nav in Frame

I'm putting togther a template for a site to be used by a family member. I've got a Flash nav structure in the top frame of an HTML page and regular HTML content in the bottom frame.

When you scroll up and down on the content, the page chops up and doesn't display correctly unless you refresh the entire thing.

I've thought about putting the Flash nav on all of the pages without using frames but then every time you change pages it goes through the loading process again and I'd like it to stay loaded.

Does anyone have any ideas on a way around this?
