flapping POTS port

I have a fax at the other end of about 2500 feet of copper. The line keeps seizing and dropping over and over. Everything works fine, but it causes all kinds of crap data in my stats reporting package. Any suggestions how to fix this?
 
Despite being within the official distance (just, and it's a guesstimate), it's probably just too long to work well....especially if there is any kind of induced current/noise along the run :)

Unplug the fax for a short while and see if the flapping stops. Unplug at frame and see if flapping stops. Make sure there is no message waiting indicator active - which may confuse fax. Etc.
 
It does stop when unplugged. I am sure there is noise on the line, my butt set picks up radio stations nice and loud.
 
try running a shielded cable then for a noisy location

When unplugged where? It's pertinent.
Ground spare pairs at the frame and see if it makes a difference.
