First login takes 3 minutes and the background logo is not showed at the first login. Why?

Hello

Four locations
Main location has DHCP from Cisco router, Primary/Secondary DNS and AD/DC from Windows Server 2008 R2

3 brancheshas DHCP from Cisco router on each location

DMVPN encrypted tunnel and low traffic between routers. Therefore DHCP from Cisco on each location.

Roaming profil and synchonize only bookmarks of the Internet Explorer

The problems are
1) Only the first login takes approx. 3 minutes at all locations. Why?
2) The background logo is not showed at the first login, but after 3 logins. The background logo is not synchronized and is already located at all computers. Why?

Is it problem, because DHCP hardware is not intergrated with DNS and AD/DC software?
Please tell med how to solve the problems

I would add a RODC into each of the 3 branches.
