fireworks file locations in Dreamweaver

I have been importing some Fireworks HTML files into dreamweaver to use as navigation menus. I made a template for all the pages on the site to use. i then exported the Fireworks file to my Images folder under my root folder. I then choose "Images- Fireworks HTML" and browsed to the file to insert.

It seems that when I do this, the actual images won't display unless they are located within the same folder(root) as the pages using the file. I have to copy and paste the contents of the fireworks file from the Images folder to directly under the rool folder. This doesn't make sense to me as it seems to be redundant. If I am using any image on a template, shouldn't it be sufficient enough for that file to reside in the images folder and not in two places? What am i doing wrong?
