Firewall = Restart Computer ???

NO.
Since I don't know the certificated answer, however, I tried several times and I did not need to reboot the PC. And It takes about 30 seconds to take effect.
BTW I applied it on my LAN with 6 workstations. Eachtime once firewall enabled, resources can not be accessed from (OTHER) remote PC.
