Filter for Post.Office or Exchange

I'm looking for a free or low-cost filter where I can manually put in phrases to block emails. The mail blocking options in Post.Office are limited to blocking specific addresses and domains. I want to be able to block specific attachments and subjects. Can anyone suggest filtering software that does this that will work with Post.Office or Exchange server? I don't want it at the client level, I want to block it from getting into our mail server to begin with. Ideas and suggestions welcome!
