how would I create a command button in an Access form that runs Filter by form and then have a button that's on that form that applies that filter?
 
The filter by form button is part of the standard menu. If for some reason you wish to create your own button the VBA code is:

DoCmd.RunCommand acCmdFilterByForm

Once the FilterByForm command is invoked it disables any button controls you have on your form, thus you cannot have a button that applies the filter. However a filter menu bar also appears when the Filter command has been invoked.

How come that this doesn't work in a runtime version of access ?

Greetings. I usually create a new toolbar and then add the commands that I need (filter by form, apply filter, clear grid, sort asc, sort desc) Then this is avaialble in all screens.

According to Microsoft - filter by form is not functional in a runtime application. Just FYI.
