I imported home video into premiere. I then cut out a section of film, exported it into Photoshop as bitmap.
Now I have cleaned up the frames I wanted and wish to export
it back to premiere.
Can this be done??

If you already saved them as bitmaps, then you have to import them into Premiere, not export them from photoshop. It shouldn't be a problem, though, and you can import whole folders as a video clip.

Another way of working (although it's probably too late for you) is to export the frames as a filmstrip format. This can be opened in photoshop as a single file with all the frames visible.
