Filesharing Question

Is there a way (through group policy or elsewhere) to disable filesharing for non-administrators? I want the administrative shares (c$, d$, etc) to still exist so admins can retrieve files as necessary, but i do not want users to be able to share out their own files to each other. Thanks.

 
Using gpedit.msc:

Computer Configuration
Windows Settings
Security Settings
Local Policies
User Rights Assignments

Access this computer from the network

Set this to only the Administrators Group and any other Groups that are relevent to your needs.
