Files Too Big?

A Newbie question... I just started using Premier Pro with Encore DVD for authoring. I have about an hour of video that filled up 1/2 of a DVD using Ulead MovieFactory. However the same hour of video fills up an entire DVD with Encore.

Is it possible Encore uses a different way to transcode the AVI files in producing the DVD that yields better quality but at the cost of using more space?

I know nothing about MPEG formats, so any advice would be appreciated.
