File Server Security Adjustments Take Too Long

When ever I add new people to the sceurity access list on specific folders on my file server it takes a while for the settings to take effect. I do not mean propagation. I mean add user, click apply and the hour glass is there for up to 20 minutes.

Is there a way to shorten the time?

No this would suggest an issue with your server, I would run some analysis on it
 
How do you change the security settings?

Right-click --> Properties --> Security?

IF so, try to change the ACLs using cacls.exe...
Using this commandline tool, the ACL changes immediately.

(Be careful using it, because with a single command, you can ruin the whole security.

There are many reasons why it takes long to add a new user to an ACL for a folder;
1. If a user has just been created on your DC, it might take a few minutes for the change to propagate across the network.
2. Avoid adding individual users to the ACL. Use access groups wherever possible. If you are ACL consists mostly of users, then it will take a lot of time for the system to enumerate them.
3. If you are applying an ACL on a root folder and propagating it to all child folders/files, this could take a long time if the directory has many files and subfolders
4. If you attempt to make changes to an ACL remotely and not logged on to the server itself, this could take a lot of time because of the above plus network latency.
