File recovery after "delete from recycle bin" & repartition

is it possible to recover a file after its been deleted via the recycle bin then the HD formatted/repartitioned
 
It's possible if the data was not fragmented and has not been overwritten.

You'll need to provide more details. (i.e., original file system, current file system, original partition size, current partition size). Has data been written to the reformatted partition? Are you using the partition to boot your computer?

Windows XP, Windows XP, old size:80GB, new size:(60GB,10GB,10GB) - 3 partitions, yes data has been written to the partition ... lots unfortunatly, and yes, WinXP boots on C: drive. most data has been written to the new E: drive.
