file "setup.ibt" will not delete

I had a folder with all the Battlefield 2 (video game) installation files in it (Files on the installation CD(s.) I copied the files over from the cd to my computer to install the game because my cd-rom drive gets a little funky when i try to install things from it. So I put all the files in a folder on my desktop titled "BF2" The game was freezing up when i tried to loap a map so i decided to delete it. I uninstalled the game, deleted all the existing registry entries for the game and deleted the files in the BF2 folder (BF2 CD) but one file did not delete. The file is called "setup.ibt" I don't know why it won't delete it says "This file is being used by another person or program."
I tried the following:
-Deleted all registry entries for the file, still wouldn't delete.
-Rebooted in safe mode and attempted to delete.
-I tried the following programs that unlock and delete files (Gipo@move on boot, Killbox, and Unlocker.)
-Checked for any running processes named the same.
I'm running windows XP Pro SP2.

Do you have this file in other locations on your machine, such as C:\Documents and Settings\All Users\Desktop?

Have you tried deleting from a DOS prompt, or the Recovery Console?

I use this quirk in Explorer.exe to delete stubborn files. If you open Task Manager and use it to "End Process" on Explorer.exe (Yes. Explorer.exe), it will reset the machine and give you a blank screen except for the Task Manager window.

You then use the "New Task Run" under File tab in Task Manager and the Browse button to locate the undeletable file and try then to Delete it.

Your trick didn't work, the same dialouge box came up.
And I forgot the command to delete a file in the command prompt so I didn't do that yet. However im thinking that won't work either. I really dont want to recover or reformatt because i have a lot of expensive software and so many files on here that I don't want to lose, nor have the capacity on my external harddrive to transfer it to.
 
Do try the Recovery Console, being out of the Windows environment it may work.

While your there it wouldn't hurt to run ChkDsk /r either.

Handle or Process Explorer may help?
 
None of that worked, except I didn't try "ChkDsk /r" because i didn't know how or what it does.
Type it in start/run? And what does it do
 
Try booting a Live distro of Linux such as Slax and try deleting it that way? I was going to say use Unlocker, but...
 
How to install and use the Recovery Console in Windows XP

ChkDsk is one of the Commands from Recovery Console. It is the Hard Drive surface and file system checking and repair program.

You can also run it from the GUI. Right-click your Drive icon/ Properties/ Tools/ Error Checking. Select both boxes.
It will probably want to run after a reboot.
