file menu is gone in word 1

I am having a problem in microsoft word where the file menu disappears. There are no toolbars, file, edit, view, etc menus. Keyboard shortcuts do not work. The only thing on the page is the ruler, minimize maximize/restore and close buttons. I have tried reinstalling with no luck. All other office programs are just fine. Any help would be appreciated. Here is a screenshot of the issue:

Right-click your menu bar, hit Customize.

Go to the Toolbars tab and choose the Menu bar (do NOT uncheck it). Hit RESET. If that doesn't work, see "Lost Toolbars" at:
