file limits for windows file folders

Am I correct that the file number limitation for a windows file folder is about 4 million files. Is this different for windows 2003

I believe the number is more like 4 Billion files. 2^32 - 1.

I found a MS document, for FAT32 4 mill, 4 bill for NTFS
