These test calls may isolate bad DID or outbound trunks.

Is there a setting baud rate for sending fax in AVAYA?

when you duplicate the issue making an outbound call, status station 1981 and see what trunk
your are connected to. Sounds like one or more trunks in you outbound trunk-group have bad enough
voice quality to affect your faxes. Busy out the bad ones, then get Telco to fix the trunk circuits.
If you have PRI for outbound, use those trunks instead of copper trunks for faxing.
