FATAL EXCEPTION ERROR 0028:00000008

I have a problem with my Windows 98SE. When it boots up I get a fatal exception error 0028:00000008. I push any key and it continues to boot up. Everything appears to work OK excep my control panel. If I try to go to the control panel I get the same exception error and control panel never works. I have reloaded windows and it didn't help. Any ideals? A little more information about my system. I have an AMD Athalon 600 with 256 megs of ram an ATI all in wonder 32 meg video board, CD/DVD & Sony 8x4x32x CD rom/ writer. I don't know if any of these things are part of the problem or not.
