Failed to Update System Registry

Apparently I have a lot to learn about WIN 2000 still. I have come across the following error quite a few time:

'Failed to update system registry. Please try using REGEDIT.'

There is no rhyme or reason to this error. It happens in various programs on various WIN 2000 systems with various users. However, the same programs that give this error do not give it when logged onto the machine as 'administrator'. I have uninstalled and re-installed the various programs while logged on as administrator and that did not fix the problem. Can someone please tell me what causes this and how do I fix it?
 
It's possible that the registry needs to be to "Everyone". You can use the command regedt32 to check permissions on the keys. We have found that certain apps needed access to write to the registry and ended up granting "Everyone" full access to HKey_Classes. This might be a good place to start.
