Failed to transfer the schema FSMO role: 52 (Unavailable)

Dear All,
I have a 4 additional domain controller and one PDC on windows 2000 server SP4.
all 4 additional domain not avaliable (down not working) and I need to upgrade the PDC to 2003. so I run
addprep /forestprep but gave me the message bellow:
Failed to transfer the schema FSMO role: 52 (Unavailable).
so any help.

so this question should not be here, it should be on windows 2003 server so how to move it
