Failed Permissions!!! Still ask for Authentication???

PROBLEM

We are having a problem with NTFS permission for web pages. We have a Intranet Site that lets only certain users see certain pages. The problem we have encountered is when a user does not have NTFS permissions to see a web page the system asks them to Authenticate themselves. Then after they fail the authentication (3-times) you will get the "You are not authorized to view this page" error screen...

QUESTION

Is there anyway to get around this Authentication part and just bring up the "You are not authorized to view this page" error page?
