F9 key dosn't work - Shift+F9 does

Hi
I have another problem with an offline user. He’s using OL2003 and when he press the F9 key to sync all folders, OL immediately returns that operation is completed without any error. Of course checking the number of the files shows a difference.
However, when pressing Shift+F9 on each folder, everything is being sync without any problem, including the Inbox.

I’m using EX5.5/SP4 on Win2000/SP4, with McAfee Groupshield 5/SP2


Anything?
