Extremely slow network browsing via VPN

We have a Windows 2003 server with shared folders on it. Users on the network get mapped to those folders on login, and their access performance is fine in regards to those folders.

But when I come in via our Citrix VPN, it can take upwards of 5 minutes to click on a folder and have its contents show up. It will do this with thousands of folders/files, or with a single file. It also is not dependant on file size.

Sometimes it works perfectly fine, other times it is essentially unusable at all.

One key thing to note is that when I am accessing it via a VPN, I am not on a domain machine, but the VPN puts me inside of the domain - so I can then type into Explorer "\\SERVERNAME\shared folder\whatever" and then it asks me to authenticate, which I can do with really any user and I still have this problem - even with admin rights.

Please tell me there is a solution for this, it is infuriating since it essentially prevents any work getting done in those folders.
 
I should note that it isn't a connection speed issue - once it finally allows you to see a file and you copy it, that is all fine - it is just the actual process of listing files.
