Extreme Slow Acc 97 in Win 2000

Hi,
I recall that there was some issue with Win NT or Win 2000 which made Access 97 run very slow. I'm not talking about running big queries, etc, I talking about simple things like just opening a query in design view--this takes up to 20 seconds--with a local .mdb and NO remote tables. This is on a brand new Dell P4, with lots of memory, etc.

Any help is appreciated,
