Extracting one frame to export to Photoshop

I have Premiere 5.1c. I am trying to "pull out" one frame
of a .vid video and export it to Photoshop. I have read
the books but I do not understand the instructions.
Can some tell me in two or three lines on how to do this??

you can export the movie into a film strip which shows a single picture of each frame just cut the movie down real small and export to this file format and open it in PS. I believe the extension is .flm or something similar.
