External USB hard drive

I have an external hard drive that I use for storage and backups. More often than not, when I try to shut it down I use the icon in the notification area to do so safely and it most always reports that it is not safe to disconnect.

I have the properties for this hard drive for easier disconnection. Is there anyway to tell what is making the hard drive not safe to disconnect? I run Norton anti virus and I disabled the protection for this drive in it's options but that did not help.

 
Have you got Norton Systemworks installed?

It might be that you have norton systemworks recycle bin which you might need to turn off as it would use your external drive.

What you should do is check your running programs and tasks, take notes and see whats running when the shutdown worked and compare it to whats running when it fails that should find out what program(s) is causing the problem.
