I have found a small reference in a Windows 2003 book indicating that you can buy an External Connector (EC) license to allow a user from outside an organization to connect to a Windows 2003 domain.

Who pays for an External License Connector?

Is it the company with the Windows 2003 server or the client connecting from outside the company?
Or have I misunderstood?

Well, that's a little vague. They could be referring to a Terminal Server Client Access License (CAL). That requires setup of a Terminal Server by the company, and the purchase of a Terminal Server CAL by the company.

If they're referring to connecting via VPN, then a standard user CAL is fine.

In either instance, the company pays.
