External Call Forwarding (Sort of) - Option 11C 1

Don't play with the switches much anymore, and am hoping that this is a simple one.

At a switch location where users can forward calls from their sets to external locations, I cannot set forwarding destinations (HUNT, EHT, EFD, FDN) to external locations. I suspect that calls are being diverted to the local receptionist, but haven't confirmed that.

What in the CDB or CFN or elsewhere do I need to set?

The issue is with all sets in the system. Sets currently have HUNT, EHT, FDN, and EFD set to internal locations, and that works fine. When these settings are pointed to ACOD + external number or AC1 + external number, calls don't leave the switch. Users can, however, set call forwarding from their sets and forward to external numbers.
 
Without user intervention, I want incoming calls to an M3904 set to automatically forward to various external locations by setting HUNT, EHT, EFD, and FDN to external numbers. These are currently set to internal extension numbers.

Users can now manually call forward calls to external numbers using the "Forward" softkey on phones.
