Extension in use

I have setup a new 9608 IP Phone and verified connectivity to it. I have a hot desk user that needs to be able to login to the phone. The users upstairs phone is a 9508 digital phone. When the user tries to login to the IP phone, we get a message on the display that say's extension in use, press continue, or login. Neither of these work.

Any suggestions?
 
The phone itself has no extension yet.
A phone extension and user extension are two different things but if they match then this user is attached to the phone straight away (except for forced login)

Thanks for the feedback. Well, the phone does not have an extension and I am trying to have a user login to it. This user normally logs into a digital phone and not an IP phone.
 
The IP phone needs to register to the network first, so put in an extension that is not in use to get it registered. It should come up as No User, but with the extension you entered. Then a user can log into it.

Thanks AACon. That is exactly what I did and tested the phone. The user seems to be able to log in now. Thanks for the help everyone.
