Exporting to tape with premiere 6.5

ok i have a problem, after exporting my footage to tape the footage seemed to want to play in fast forward. it would fast forward, then return to normal, then fast forward

i have tried a few things, including exporting the to a file first then adding it to a new project. but i still get the same problem..

any ideas?
