Exporting to excel dll problem

We bundle CR 8.5 into our app. Moving to 11 for next release but I have the following problem. The version of u2fxls.dll we are currently shipping has a problem exporting correctly with reports that use multiple datasources.

The version of the file within SP3 for 8.5 (8.6.2.515) fixes the issue and I copied that version of the file onto one of our users machine. Now when the user tries to export the Excel options are not available. Looking at the .dll within Windows Explorer, I noticed that the OS is blocking the use of the file because it came from a different computer. OS is XP...

Ever seen this before?

Clicking on "Unblock" does not fix the issue as it reverts back to being blocked as soon as I check the properties on the file again.

Perhaps you need to set the compatibility for this application to Windows 2000 or some such?

Right click the .EXE and select Properties->Compatibility->Compatibility Mode and set it to Windows 2000
