I've looked for this option, but all I see is XML, and it doesn't seem to work all that great... am I not doing it right? Is it under Save As, or Export...?

Exporting as HTML

InDesign CS1 and CS2 does not offer direct export to HTML. You need GoLive to utilize the package that InDesign creates. InDesign 2 allows HTML export.
The manual that came with your software specifies this.
