Exporting 720x480 video to fit "widescreen" into 640x480 output again

maybe i didnt describe the situation well enough. the 720x480 video doesnt show right when i real time view it on my matrox rt2000 when i want to record it to vcr. it takes the video, maxes it onto the tv, and cuts it on the left and right. (basically takes 720 [width] and chops it 30 pixels on both sides to make it 640x480). i cant have that. i need the video to be exported real time onto the tv in the true 720x480 letterbox format. not chopped. please help someone if you know how to fix this. exporting to a movie is not a problem, thats easy. thx.
